Hi John, curious if this is still something you were looking for? We are thinking of exposing an "inbox" in the main page to allow you to quickly access annotations for an item/review.

We now have a Media tab option that has a "Quick Review" feature. You still need to open the assets to add a comment, but you don't have to go through multiple Reviews to quickly blow through many different assets.

If it is still important to you to add comments without opening assets, can you describe the workflow you are trying to enable?
